Aid for improving the energy efficiency of buildings financed by the EU with Next Generation funds has represented a historic opportunity. Once the call for communities of owners has closed, we analyze whether citizens have risen to a unique opportunity to renew their homes, and the Public Administrations have risen to the challenge of managing this injection of community money.
The application period for Program 3 to help rehabilitation actions at the building level came to an end in 2023. This is one of the five plans contemplated by the Recovery, Transformation and Resilience Plan (PRTR), which plans to mobilize A total of 3,420 million euros in 510,000 rehabilitation actions. As contemplated in its articles, the execution of these subsidized improvements must have been completed before June 30, 2026.
However, the sector regrets that the processing Chinese Student Phone Number List of this aid by the autonomous communities is being slower than desirable. Juan Antonio Gómez-Pintado , president of the Association of Construction Developers of Spain (APCEspaña), lamented in Idealista/News “the excessive bureaucratization of the procedures.” We must not forget that at stake is aid of 40% to 80% of the work carried out, depending on the energy savings achieved, which per home represents 6,300 to 18,800 euros per home.
In Gómez-Pintado's opinion, “right now, there are many files in the autonomous communities, which are the ones that ultimately have the obligation to manage the Next Generation funds. The great drama is that there is very little approved file and the subsidies are not going to be used, as we see happening in other countries.”
In their defense, the different regional administrations justify the slowdown of the process with the technical complexity of this aid. “The Junta de Andalucía has found itself with the need to spend a significant amount of money in a limited time and with a procedure that is not free of difficulties due to its complexity,” explains Rocío Díaz, Minister of Development, Territorial Articulation and Housing of the Junta de Andalucía: “More than 21,000 applications have been received in aid for neighbors and communities of owners alone. A great effort is being made to process them and, in fact, we have already launched a shock plan with personnel dedicated to resolving this aid," she explains.
It is not easy to sweep data across the autonomous communities. Even less when it comes to collecting information on its management on a topic as specific as the requests submitted in Program 3 for assistance with rehabilitation actions at the building level, the number or percentage of requests studied and the percentage of those approved.
Despite it being the same subsidy and having sent the same request for information to each responsible territorial body, the reading of data is not homogeneous. However, although in a different exercise of transparency, all the communities except Catalonia and Cantabria have agreed to make their data public a few days before the closing of the application period.
A process in which the Basque Country is the advantaged student. Its strategy of creating 16 offices spread throughout its territory to deal with requests has proven successful, and last June it closed the call, being the first to do so.
In a tour from highest to lowest by population number, we discover the data provided by each autonomous administration. These numbers show a very unequal level of execution between the territories. In this way, while communities, especially in the north, see how the number of applications exceeds the amount of aid released by the European Union, in other communities such as Andalusia the application period is extended to make the funds viable, while in the Islands The Balearic Islands doubt whether the demand from the owners will cover the supply.
